「本籍」はdomicileで良いのか？

パスポートを開くと、写真のページに「本籍/Registered Domicile」という記載がありますが、
この表記は「本籍」の意味を正しく伝えているでしょうか？

「本籍」とは、単に「戸籍を管理する基準となる場所」であり、住居とは無関係に好きな場所に置くことができます。甲子園球場や皇居に本籍を置くこともできるのです。

一方domicileは「住居、定住所」といった意味の言葉です。
辞書によるとdomicileの意味はこうです。

このように「本籍」と’domicile’ の意味を考えれば、 パスポートの ‘Registered domicile’ や
一般に定着している ’permanent domicile’（法務省「日本法令外国語訳データベースシステム」より）が「本籍」の訳語として相応しくないことは明らかです。住んでいないのに「登録している住所」とか「恒久的な定住所」というのはおかしいからです。

証明書翻訳に際しては、従来の訳語をそのまま踏襲するのではなく、疑義があれば、きちんと調べて一から見直すことが大事です。特に「戸籍」は身分を証明するものとして英訳され、海外で使用される大事な証明書ですから、外務省、法務省は是非ともこれらの訳語を見直してもらいたいものです。

本籍 （Honseki）: This appears at the top of the Family Register, and means ‘place of Family Register’. It is typically translated as ‘permanent domicile’ (by the Ministry of Justice, for example) or ‘registered domicile’ (as in Japanese passports). But in fact, the Honseki need neither be permanent nor a domicile, but is merely the place where a family is registered, at any given time. Thus, its proper translation would be a precise English paraphrase ‘location of Family Register’. （訳）本籍は戸籍の一番上に記載され「戸籍が置かれている地」を意味し、一般に ’permanent domicile’ ‘registered domicile’ と訳されている。しかし実は「本籍」はpermanent（恒久的）である必要も、domicile (恒久的住居)である必要もなく、単に戸籍が登録されている場所を指すだけなので、「本籍」の英訳は’location of Family Register’とするのが適当と思われる。
